Türkiye‘nin bilişimle tanışmasının neredeyse hemen ardından 1971 yılında bugün bilişim profesyoneli diyebileceğimiz yarı akademik bir topluluk tarafından büyük bir gelecek vizyonu ile kurulan Türkiye Bilişim Derneği (TBD) bugün artık toplumun her katmanından üye yapısıyla “Bilişim Kültürünü” yaymaya çalışan bir “Sivil Toplum” öncü hareketine dönüşmüştür.

Üye sayısı bugün 10.000 i aşmıştır. Yedi şubesi, 13 il temsilciliği ve 33 Üniversitede TBD-Genç örgütlenmesiyle TBD, bilişim sektörünün gelişmesine önemli katkılar vermeye devam etmektedir.

Our congresses and events, which started with nearly 100 participants in a single hall, have reached a size that cannot fit in congress centers with 11 halls and 8,513 registered and over 500 unregistered participants.

The reports, recommendations and independent discourse produced by the Informatics Association of Turkey through its structure based on individual participation and volunteerism are now taken into consideration by all decision-makers and all segments of society.

The most important factor in this success is the interest, trust, support and contribution that our members have shown to our association for years under all circumstances.

The longing of our association since its foundation;

	A Turkey that produces technology,
	A society that can use technology to improve its quality of life,
	A state administration that can use its resources effectively and efficiently,
	Skilled workforce,
	An internationally competitive production sector,

and every citizen can enjoy living in this beautiful country with pride and great honor.

Depending on "National Informatics Policies" to achieve these,

	Encouraging "national R&D" investments
	Increasing "National Added Value" in the Informatics Sector
	Bringing together the capabilities of our Information Technology companies and vertical sector requirements
	Structuring Technoparks for cooperation and areas of specialization,
	Directing young minds in our universities towards creativity and production,
	Awareness training and studies to ensure that our citizens benefit from information technologies as much as possible

to be able to make a difference in the world.

For this purpose,

	We contribute to the strategy and policy documents for the effective and efficient use of informatics in state administration, both through the reports prepared by our working groups, which work with a voluntary participation that is unique in the world, and through active participation in meetings held in the public sector.
	We carry out general training activities on the use of informatics in education, informatics trainings and new business areas and preventing the digital divide
	We continue our technological information activities that will enable our production sector to increase their productivity and open up to international markets by using information technologies.

Of course, the most important of these activities are the "common mind" meetings that we organize with IT professionals for the future. We believe that these meetings will be of great importance in guiding the country's IT policies in the future, as they have been until today, and we are trying to realize them.

Türkiye Bilişim Derneği, kamu ve özel sektör, akademisyen ve toplumun her kesiminden etkin kullanıcılardan oluşan üye yapısıyla bilişim sektörünün bir derneğidir diğer bir deyişle “Sizin Derneğinizdir”.

Gelin hep birlikte el ele omuz omuza ortak akılla Bilişim sektörünü hak ettiği yere taşıyalım.

	Türkiyede bilişimle ilgili teknolojilerin ve bilgisayar kullanımının verimli bir biçimde artması, gelişmesine ve çağdaş boyutlarda tutulmasına yardımcı olmak,
	Gathering informaticians together, providing professional development and solidarity,
	To increase the efficiency and effectiveness of the manpower in the IT sector and to support investments in human resources,
	To provide cooperation on issues such as standards, terminology, education, legal regulations, working conditions related to informatics,
	To support scientific research and development studies, hardware and software production in the field of informatics, and to monitor the increase in the quality of such studies,
	To assist in the pursuit of integration with the world in computer hardware, software and communication issues,
	To contribute to the coordination within the informatics sector, to ensure the formation of policies and decisions that prioritize the public interest in informatics,
	Raising awareness of becoming an information society throughout the country,
	To develop solutions to social problems related to informatics,
	While working to increase the welfare of society, to work for the benefit of people and society by caring for the smallest unit that makes up society, the human being, at all ages.

TBD engages in various activities in line with its objectives.
	Establishes working groups and conducts research on current and future issues,
	It provides technical and scientific consultancy, prepares reports, creates opportunities for exchange of information and cooperation,
	Technical and scientific publications,
	Organizes and implements on-the-job training programs,
	Introduces the methods and techniques in conferences, conventions, seminars, panel discussions and similar topics,
	It organizes and participates in national and international meetings on informatics and other related issues, and establishes relations with similar organizations,
	To follow the developments in the world in the field of informatics and other related subjects and to ensure that they are transferred within the country,
	Forms opinions on all kinds of applications and legal regulations related to informatics, brings them to the attention of those concerned, and contributes to the formation of plans and policies.

Cooperate with other civil society organizations.

Public Benefit Association

Due to the level of these activities, TBD has officially gained the status of a public benefit association. Since its foundation, the Turkish Informatics Association has always made lasting contributions to society as a de facto public benefit association. However, officially gaining this status has made it easier to support the association financially.

Unifying Professional Organization

TBD, bilişim sektörünü her kesimiyle birleştirici rolünü bundan böyle de yine etkin bir biçimde sürdürmeye kararlıdır. Türkiyenin bilişim toplumu olması yönünde etkin katkılar sağlamayı amaçlayan TBD, bir meslek örgütü olarak güçlenmektedir.

TBD Birinci Ulusal Bilişim Kurultayı adıyla 1976 yılında bilgisayar alanında ilk bilimsel toplantı olarak başlayan Bilişim Etkinlikleri 1995‘de Ulusal Düzeyde 12. birlikteliğe ulaşmıştır.

Bilgi ve İletişimin olağanüstü birleşiminin toplumsal yararlarını yerleştiren konferanslar, bildiriler, çalışma grupları, açık oturumlar, eğitim seminerleri, sosyal ve kültürel etkinliklerden oluşan zengin içerikli programları ile bilişim sektörünün her yılki değişmez randevusu olmuştur. Bu etkinliklerin Türk Cumhuriyetlerinden misafirlerin ağırlandığı, giderek yakın komşularımıza açılan bir platforma dönüşmesi amaçlanmaktadır.

Etkinliklerle bütünleşen Çözüm Gösterileri Sergisi Türkiye bilgisayar sektöründe önde gelen firmaların potansiyel kullanıcılarla tanıştığı ve varolan kullanıcılara yeni çözümler sunduğu bir forum alanıdır.

High Council for Informatics

1990 yılı başında TBD Yönetim Kurulu, Türk bilişim sektörünün sağlıklı bir biçimde gelişmesi ve ülke kalkınmasına katkısının en verimli bir düzeyde gerçekleşmesi için bir üst kurula gereksinim olduğunu saptamıştır. Böyle bir kurulun oluşabilmesi için gerekli ön temaslar ve hazırlıklar geniş olarak yapıldıktan sonra bir iç tüzük hazırlanmıştır. Verimli çalışabilecek ve sonuç alabilecek bir kurulun oluşabilmesi amaçlanarak hazırlanan iç tüzüğe göre Bilişim Yüksek Konseyi için çağrı yapılmıştır. Büyük bir rastlantı sonucu 1990 yılının bilgi yılı ilan edildiği 19 Şubat 1990 günü Bilişim Yüksek Konseyi kuruluş oturumu için Ankarada toplanmıştır. TBD böyle bir kurulun oluşabilmesi için öncülük edebilmiş olmaktan kıvançlıdır.

The High Council on Informatics, after having defined its objectives and principles, decided to discuss the problems of manpower, which is the most important factor in increasing productivity in information processing units, as the issue to be addressed within the one-year working period.

The job descriptions made as a result of this study brought to the agenda the characterization of the employees working in public data processing centers as IT class (1991).

Türkiye Bilişim Derneği, bilişim sektörü içinde eşgüdüm sağlanmasına, bilgi toplumu olma yönündeki bilincin yaygınlaşmasına katkıda bulunmak için yayınlar yapmaktadır. Bunlar 1976’dan bu yana yapılan Ulusal Bilişim Kurultayları Bildiriler Kitapları başta olmak üzere yayınlanmış 10 kitap bulunmaktadır.

Tüm sektörü yakından ilgilendiren ve gerekliliğine inanılan her konuda olanak bulundukça yayınlar sürdürülecektir. Özellikle satım şansı olmadığı için basımı sağlanamamış yararlı kaynak eserleri olan bilişimcilerin TBD‘ye başvurusunu bekliyoruz.

It is clear that the efficient use of computers and related technologies requires a much higher level of awareness than any other tool. It is never by chance that societies make the most of advanced technologies.

Batıda güçlü mesleki örgütler ilgili bireylerin çalışmalarını gelişmelere ivme kazandıran bir bileşkede birleştirmektedir. Üstelik söz konusu teknolojiler ve bireylerin özlemleri artık sınır tanımaz boyutlara ulaştığından, dünyadan soyutlanarak da yaşanamamaktadır. Dünyada da toplumların söz sahibi olabilmeleri doğrudan bireylerin örgütlenebilme hünerlerinden, özellikle de mesleki derneklerinden geçmektedir.

Bilgisayar kullanımının her alanda yaygınlaşması zamanı geldiğinde gecikmeden standardların belirlenmesini, terim ve kavramların açığa kavuşmasını, hızlı gelişen ve değişen teknoloji sürekli bir eğitimi gerektirmektedir.

Ayrıca ülke düzeyinde alınması gereken önlem ve düzenlemelerin etkili olması geçerli politikaların saptanmasını zorunlu kılmaktadır. Bu konularda başarılı olmak ve olumlu sonuçlar alınması çok bilinçli ve ısrarlı bir tutum içinde öncülük yapabilecek ve katalizör görevi üstlenecek meslek örgütleri gerektirmektedir.

In order to contribute to the formation of national consciousness towards becoming an information society, to the determination of national informatics policies, and to the clarification of our professional solidarity and organized attitude, we invite everyone who is interested in computers and whose path passes through information to become a member of our association.

TBD sektörel ağırlığı yüksek olan İstanbula, BİM Yöneticileri Kulübü aracılığı ile daha çok açılmak için İstanbul örgütlenmesini sağlamıştır. TBD İstanbul şubesi kurulmuştur. Ayrıca örgütlenmeyi yaygınlaştırmak, üyelerimize daha yakın olabilmek amacı ile kurum temsilcilikleri kurulmuştur.

Remember, everyone who becomes a member of our association will have the opportunity to closely monitor and influence developments in the sector through TBD relations.
